Η ΚΑΠ μετά το 2013. Εφαρμογή των πιθανών σεναρίων στο Νομ.ο Ημαθίας.

Abstract

Η παρούσα εργασία εκπονήθηκε στα πλαίσια του προγράμματος μεταπτυχιακών σπουδών με τίτλο «Ολοκληρωμένη Διαχείριση και Ανάπτυξη του Αγροτικού Χώρου», του τμήματος Αγροτικής Οικονομίας του Γεωπονικού Πανεπιστημίου Αθηνών. Στόχος της εργασίας ήταν η διερεύνηση των ενδεχόμενων επιδράσεων από την εφαρμογή των πιθανών σεναρίων της νέας Κοινής Αγροτικής Πολιτικής στο Νομό Ημαθίας, ένα νομό της Περιφέρειας Κεντρικής Μακεδονίας. Σύμφωνα με το πιο πιθανό σενάριο για την νέα Κοινή Αγροτική Πολιτική για το 2014-2020, η Ελλάδα θα χωριστεί σε δύο περιφέρειες: α) Τους Βοσκοτόπους και β) τις Καλλιεργήσιμες εκτάσεις στις οποίες θα επικρατεί το ανάλογο flat-rate ποσό ενίσχυσης. Στην εργασία εξετάστηκαν δύο ενδεχόμενα: 1) Περιφερειοποίηση με μεταφορά του 30% των πόρων από τους βοσκοτόπους στις καλλιεργούμενες εκτάσεις και 2) Περιφερειοποίηση με μεταφορά του 15% των πόρων από τους βοσκοτόπους στις καλλιεργούμενες εκτάσεις Για την εκπόνηση της εργασίας χρησιμοποιήθηκαν στοιχεία των καλλιεργούμενων εκτάσεων στο Νομό Ημαθίας κατά το καλλιεργητικό έτος 2011, καθώς και στοιχεία των ενισχύσεων που λάμβαναν στη συγκεκριμένο νομό οι αγρότες κατά το έτος 2011. Τα στοιχεία αυτά συγκεντρώθηκαν με τη συμβολή της Περιφέρειας Κ. Μακεδονίας και πιο συγκεκριμένα της Γενικής Διεύθυνσης Περιφερειακής Αγροτικής Οικονομίας και Κτηνιατρικής. του Ν. Ημαθίας καθώς και από τα Κεντρικά γραφεία του ΟΠΕΚΕΠΕ στην Αθήνα. Στη συνέχεια διεξήχθη συγκριτικός έλεγχος χρησιμοποιώντας τα επερχόμενο σενάριο περιφερειοποίησης που βασίζεται στον διαχωρισμό βοσκοτόπων και καλλιεργούμενων εκτάσεων με μεταφορά του 30% και του 15% των πόρων για το νομό Ημαθίας. Για να επιτευχθεί ο συγκριτικός έλεγχος χρησιμοποιήθηκε ο φάκελος προϋπολογισμού για το Νομό Ημαθίας για το έτος 2011, που μετατράπηκε σύμφωνα με τις απαιτήσεις της νέας ΚΑΠ προκειμένου να υπολογιστεί το ποσό που θα χορηγηθεί στο νομό μετά το 2013, εάν η Ελλάδα θεωρούνταν έως μία περιφέρεια. Αυτό το σενάριο θα αποτελούσε το σενάριο αναφοράς. Έπειτα εξετάστηκε το τι θα συμβεί ανά καλλιέργεια εάν εφαρμοστεί το σενάριο σύμφωνα με το οποίο η Ελλάδα θα χωριστεί σε δύο περιφέρειες, τους βοσκοτόπους και τις καλλιεργήσιμες εκτάσεις σε σχέση με το σενάριο αναφοράς.

The present work was worked out in the frames of program of postgraduate study titled "Completed Management and Growth of Rural Space", of the department of Rural Economy part of the Agricultural University of Athens. Objective of this work is the investigation of potential effects from the application of likely scripts of new Common Agricultural Policy in the Prefecture of Imathia, a prefecture of Region of Central Macedonia. According to the most likely script on the new Common Agricultural Policy for 2014-2020, Greece will be separated in two regions: a) The Pasture lands and v) the Cultivable extents in which it will prevail the proportional flat - rate sum of aid. In the work were examined two possibilities: 1) Decentralisation with transport of the 30% of the money from the pasture lands in cultivated extents and 2) Decentralisation with transport of the 15% of resources from the pasture lands in cultivated extents For the development of work were used elements of cultivated extents in the Prefecture of Imathia at farming year 2011, as well as elements of aids that farmers received at year 2011. These elements were assembled with the contribution of Region of Central Macedonia and more concretely General Management of Regional Rural Economy and Veterinary of the Prefecture of Imathia as well as from the Central offices of OPEKEPE in Athens. Then was carried out comparative control using the befalling script of decentralization that is based on the segregation of pasture lands and cultivated extents with the transportation of the percentage of the 30% and the 15% of resources for the prefecture Imathia. In order to achieve the comparative control was used the file of budget on the Prefecture of Imathia, for the year 2011, which was changed according to the requirements of new CAP so that is calculated the sum that will be granted in the prefecture afterwards 2013, if Greece considered as a region. This script would constitute the report script. Then it was examined what will happen per culture if is applied the script according to which Greece will be separated in two regions, the pasture lands and the cultivable extents concerning the script of report.
